Arm to bolster Malaysia’s semiconductor industry

In a landmark move to bolster its semiconductor sector, Malaysia has entered into a strategic partnership with Arm, aiming to position the nation at the forefront of global semiconductor innovation.

According to Reuters, Malaysia will invest $250 million over 10 years to acquire Arm’s chip designs and technology for local manufacturers. The deal includes intellectual property, such as seven of Arm’s chip design blueprints, as stated by Economy Minister Rafizi Ramli.

Key initiatives of the partnership

  • Talent development: over the next four years, the collaboration plans to train 10,000 integrated circuit (IC) design engineers, establishing a robust talent pipeline for the industry
  • Access to advanced technologies: selected Malaysian companies will gain privileged access to Arm’s cutting-edge technology and intellectual property portfolio, facilitating the development of locally designed semiconductor products
  • Accelerated IC design: the adoption of Arm Compute Subsystem (CSS) technologies and the Arm Flexible Access program will enable Malaysia to offer streamlined frontend IC design opportunities, reducing time-to-market for AI-powered silicon solutions

Government support and vision

This collaboration aligns with Malaysia’s New Industrial Master Plan 2030 and the National Semiconductor Strategy, reflecting the government’s commitment to advancing the nation’s semiconductor capabilities. The initiative also aims to transition local companies from backend manufacturing to high-value chip design, establishing Malaysia as a self-sustaining innovation hub.

Economic impact

The partnership is expected to attract top-tier investments and foster homegrown innovation, ensuring Malaysia’s continued leadership in the semiconductor industry. This development comes on the heels of Malaysia’s record investment performance in 2024, which saw RM378.5 billion in approved investments, marking a 14.9% year-on-year growth.

Will Abbey, Executive Vice President and Chief Commercial Officer at Arm, highlighted the significance of the collaboration: “The Arm partnership with the Malaysian government will provide a range of innovation opportunities for the semiconductor industry in the age of AI, from the development of more advanced AI-optimised silicon products to nurturing new skills and talent in the region.”
