U.S. Customs to use AI to detect illicit transshipment

Exiger, a company specialising in AI-driven supply chain management, has secured a multi-million-dollar contract with U.S. Customs and Border Protection (CBP) to enhance the detection of illicit transshipment across global supply chains.

Illicit transshipment – the manipulation of supply chains to conceal a product’s actual country of origin – is often used to circumvent tariffs, trade restrictions, and sanctions. Through the agreement, Exiger’s Trade AI technology will be integrated into CBP systems to strengthen the US government’s transshipment detection capabilities.

Transshipment monitoring and enforcement remain key priorities for both the Department of Homeland Security (DHS) and CBP. Under the contract, Convergent Solutions, Inc., operating as Exiger Government Solutions, will provide CBP offices and personnel across the US with access to its AI platform and data resources, enabling large-scale, real-time detection of illicit activities.

“Billions of dollars worth of global trade move through illegal transshipment channels that seek to bypass US restrictions,” said Exiger CEO Brandon Daniels. “A core CBP mission is to enforce US trade and forced labour laws, thereby helping ensure that American manufacturers and workers are competing on a level playing field. Exiger is proud to support this mission, bringing to bear the world’s largest proprietary supply chain database and the market’s most sophisticated AI.”

The company’s AI platform will provide CBP personnel with a range of capabilities to support enforcement operations, including the ability to:

  • Detect illegal transshipment within global supply chains
  • Monitor and enforce tariff and trade regulations
  • Apply Exiger’s proprietary AI models and trade intelligence to improve CBP system data and decision-making
  • Validate tariff classifications, product value, and country of origin using AI-driven tools
  • Automatically generate bills of material for products and sub-components
  • Map the flow of materials and sub-components through international supply chains
  • Conduct real-time shipment risk scoring
  • Accelerate tariff revenue collection
  • Trace supply chains to improve import visibility and risk segmentation

Exiger’s AI solutions have already been deployed across more than sixty US government agencies, including the Department of War, Department of State, Department of Energy, DHS, the intelligence community, and the armed forces.
